To complain about the crime in and around the gas stations and selling alcohol at times of the day to the same alcoholic and panhandlers day after day while also attracting trouble along South Carrollton Ave, you can send an e-mail and call

First, go to the state level to complain, the Louisiana Alcohol and Tobacco Control Offices are
more responsive than the City of New Olreans and have power at the local level of
Orleans Parish.
Yes, it's been said by many neighborhood activists that City Hall typically acts only if enough people, directly contact officials (e-mail AND phone) and complain long enough.
Leaving a Phone Message on their Voice Mail with your contact info counts!
They have to know if you are a real person, regardless if you live outside Orleans Parish, and are willing to do something about it. Tourists calling in to complain means a lot to them since New Orleans depends upon tourism. For example, leaving a message that, "a city wide 'safe and clean' environment are very important to you and that the panhandlers even on South Carrollton Ave send a wrong message to tourists", can go a long way to getting changes made.
Making an actually phone call and leaving a message says a lot.
